Do only male caucasians live in Manassas?

Then why on earth when you go to http://manassascity.org/Index.aspx?NID=153.  There are only white males represented on the council.   A. not as single woman. Not a single black-american, arab, asian, latino.... I could be wrong, maybe one of those guys is gay.
