Former Police Officer Convicted of Forcibly Sodomizing Ex-Girlfriend

A Prince William County jury recommended that James Craig Summers, a former Fairfax County police officer, be sentenced to seven years in prison.

A former Fairfax County police officer was convicted in Prince William County Circuit Court on Thursday of forcibly sodomizing his ex-girlfriend in the Manassas area in 2009.

James Craig Summers, 56, a Burke resident who served with the Fairfax County Fire and Rescue Department for 30 years before he became a police officer, was found guilty on the third day of a jury trial. Summers was arrested in May 2012.

The victim told the court that in one incident while she was dating Summers, he grabbed her arm, twisted it around her back, handcuffed her and then forcibly sodomized her—despite her pleas for him to stop.

After deliberating for several hours Wednesday afternoon and part of Thursday morning, the five men and seven women recommended that Summers serve a seven-year sentence. A judge will make the final decision when Summers is sentenced on Aug. 2.

In a case lacking any physical evidence, the verdict largely depended on the testimony of the victim. Prosecutor Kristina Robinson urged the jury to consider who was the more credible witness, then characterized Summers as "a manipulative personality" who had multiple affairs both before and after the relationship ended.

"He hasn't changed. James Summers is who James Summers is. He's a liar. He's a cheat. And you can't believe a word he says," Robinson said.

Summers admitted the affairs, but denied hurting the victim. In closing arguments, the defense tried to paint a portrait of the ex-girlfriend as a jilted lover, who was bent on getting back at Summers for the shabby way he treated her.

"I would never do something like that—violence on another human being," Summers said.

The victim said that she had not reported the information for two and a half years largely out of fear that Summers would retaliate.

OK, very delicate subject here folks, so give me a little room to breath before jumping down my throat. First off Rape in any form is a herrendous crime that should draw the maximum punishment! But as a former Police Officer from New Jersey, I can tell you that that it is my belief that this case is NOT so cut and dry, and there might be two sides to this story. WHY? First off, the woman waited TWO YEARS to report it! She was afraid? Of what? Walk into a Police Station right away and have the guy arrested...right away...or in 3 month or 9..or 14..BUT 24 months later she decides to report this??? Now maybe this really did happen just the way she says. But I have seen MANY cases where the charges are an outright lie. TWO YEARS later she cries RAPE!???? I'm sorry, but our system of justice gives the benefit of the doubt to the accused, when there is reasonable doubt! And folks, waiting TWO YEARS to report an alleged sexual assult with NO witnesses and NO forensics, sounds more like revenge! But for sure, this case is as REASONABLE A DOUBT ABOUT THIS CRIME AS YOU CAN GET!

Well--consider. Was he a police officer when he raped her? The last thing a victim reporting a crime that the public tends to condemn the victim for would want to do is go to the police and say, hey, one of your own raped me. Please investigate this with no bias. Man, people act like reporting a rape is reporting a break-in, with no shame, condemnation, personal soul-searching and self-blaming, fear, or anything else involved.

Of course Sir. Your theory is very plausible. However, speaking solely from experience, it is not reasonable to believe that the victim told no one else! i.e. Her best friend, a family member etc. These people surely would have been outraged and appalled, NOT afraid...right? State Police, The Attorney Generals Office, our local Congressman or A LAWYER are people who immediately pop into my mind who would both protect the victim and bypass local authorities. My God, just going to the media would have both protected her and set off a firestorm of investigations! But she took none of these options. Look, I am NOT on the side of the Cop! But The Duke LaCross Team as a popular example, went through Hell after being accused of raping a woman; who later was proven to have lied. Please believe me, as a former Police Officer, I can tell you that these types of accusations (Rape, Assault etc) occur everyday regarding lots of men who, although innocent, have their lives permanently destroyed. I did not hear the victim’s testimony, nor have I reviewed the evidence in this case. But the article said that there was NO evidence other than the word of the victim TWO AND A HALF YEARS AFTER this incident was to have happened. This case might be exactly as it appears. A criminal cop raped an innocent woman. But the reverse might also be true! That is called REASONABLE DOUBT.

What this article neglects to state is the ex-girlfriend is in law enforcement herself and is a tactical defense instructor at the FCPD academy. She is actively involved in training new county police officers. She is very well schooled in the importance of reporting these crimes as well as how to use her position and training to use the system to benefit her. Her accusations came 2 1/2 years later not out of fear Mr. Summers would retaliate... but because Mr. Summers moved on with out her.
