Man Accused of 'Inappropriate Relations' with Boy, 15

Police in Manassas City (MCPD) say they have arrested a man accused of having inappropriate relations with a male juvenile.

An investigation revealed the suspect called police to report a stolen cell phone that he had actually given to the alleged victim, police said Tuesday.

According to MCPD Sergeant Eddie Rivera, Juan Reyes Balbuena has been charged with two counts of crimes against nature and is being held at a Prince William County jail with no bond after an investigation revealed he was having "inappropriate relations" with a 15-year-old male.

Police said they responded to a call in the Georgetown South area on May 18, shortly before 7:30 p.m. for the report of a stolen cell phone. 

That is when Balbuena told officers he had allowed the alleged victim to borrow his phone and that he had refused to return it to him, police said Tuesday.

An investigation revealed Balbuena had given the phone to the teen as a gift, police said.
