Larbie and the victim began to struggle before he fled on foot, according to police spokesman Officer Jonathan Perok. Minor injuries were reported.

Responding officers found Larbie at a nearby business. Two officers tried to arrest him. At that point, he pulled away from one of the officer and elbowed the other officer to his face, Perok said. Larbie then reportedly tried to flee on foot, but was quickly detained without further incident.
