Two Fire and Rescue Personnel Named Chief Fire Officers

Two City of Manassas Fire and Rescue employees have earned the Chief Fire Officer designation from the Center for Public Safety Excellence (CPSE). Battalion Chief Todd Lupton and Fire Marshal and Deputy Emergency Management Coordinator Frank Teevan were unanimously awarded this designation by the Commission on Professional Credentialing (CPC) because of their demonstrated leadership and management skills, education and requisite knowledge, skills and abilities in emergency services.

“I applaud the commitment and dedication that these men give to the community every day,” said Fire and Rescue Chief Brett Bowman. “Battalion Chief Lupton and Fire Marshal Teevan join only 952 other fire and rescue professionals around the world with this designation, which is the highest career achievement for a Fire and Rescue member.”

CPC developed their designations using a model that looks at the "whole" officer. Achieving the designation requires a strong educational background; diverse participation in emergency services at the local, state and national level; and demonstrated involvement in the broader community, all validated by emergency services peers.
